Abstract

The Wànjī lùn — “On the ten thousand levers of governance” — is one of the most substantively political -house treatises of the Wèi period, presented as a series of lùn on the discrete questions a ruling minister must address: ritual order, the calendar of mourning, the discrimination of talent, the deployment of xíng 刑 and 德, the management of military expenditure, the proper use of office, and the moral grounding of imperial authority. The Suí shū jīngjí zhì lists it in 10 juàn; only fragments survive. The work is closely tied to Jiǎng Jì’s career as one of the dominant policy voices of the Wèi court — chief military adviser to Cáo Cāo, Cáo Pī and Cáo Ruì in turn — and the surviving fragments preserve the same hardened pragmatism that animates his memorials in the Sānguó zhì. The composition window is bracketed by his Wèi-period career (220–249); the received recension is a 19th-century jíyì.
