Ruòluóyán 若羅嚴 (DILA Authority A000872) was a Western Jìn (西晉, 265–316) “outside-region” 外國 (i.e. non-Chinese) Buddhist translator-monk active at Luòyáng 洛陽. The single surviving witness to his work is the colophon to the Shí fēi shí jīng 時非時經 (KR6i0498 / KR6i0499 / T17 No. 794a-b), which records: 「外國法師若羅嚴，手執胡本，口自宣譯，涼州道人于闐城中寫記」 — “the foreign Dharma-master Ruòluóyán held the Indian-language manuscript in his hand and recited the translation orally; a monk of Liángzhōu wrote it down in the city of Khotan (Yútián 于闐).” The colophon thus places the translation event at Khotan rather than at Luòyáng, with a Liángzhōu Chinese amanuensis serving as scribe.
Beyond this single attestation, no biographical details survive: native place, lifedates, teacher-affiliation, and other translations are all unknown. The reconstructed Sanskrit form of his name has been variously proposed (Sanskritists have suggested Jñāna- or Prajña- equivalents but none is secure). His sole canonical work is the brief Kālākāla-sūtra on the proper and improper times for monastic alms-rounds, transmitted in two recensions in the Taishō (T794a, T794b).
