Cài Mèngbì 蔡夢弼, zì Fùqīng 傅卿 (so given in the Dūgōngbù cǎotáng shījiān 杜工部草堂詩箋 colophon), was a native of Jiàn’ān 建安 (modern Jiàn’ōu 建甌, Fújiàn). His lifedates and official posts are not preserved; the Sìkù tíyào writes “his beginning and end are unclear” (始末未詳). The conventional floruit of 1204 (catalog meta) derives from the preface and colophons in his great Dù Fǔ commentary, the Cǎotáng shījiān 草堂詩箋, completed during the Jiātài 嘉泰 reign (1201–1204). CBDB has no entry. He is the author of two interconnected works: the Cǎotáng shījiān (a fifty-juǎn variorum commentary on Dù Fǔ — long the standard Sòng Dù commentary; partial Sòng impressions survive in Japanese collections and were the basis of the modern reprint), and a derivative shīhuà, the Cǎotáng shīhuà 草堂詩話 KR4i0040 in two juǎn, also devoted entirely to Dù Fǔ. The latter draws heavily on Gě Lìfāng’s 葛立方 Yùnyǔ yángqiū 韻語陽秋 (KR4i0028) and other Sòng critical writings. The Cǎotáng shījiān was praised in the Yuán by Yú Jí 虞集 and in the Qīng by Wáng Shìzhēn 王士禎 (whose colophon survives) as one of the best Sòng Dù-commentaries.
