A fragmentary geographic text attributed to one Huang Gong 黃恭, whose dates and biographical details are unknown. The work is reconstructed from citations in Tang-Song encyclopedias (《藝文類聚》, 《太平御覽》, 《水經注》). The surviving passages focus on the etymology and institutional history of Chinese administrative units: the jùn 郡 (commandery), the xiàn 縣 (county), the xiāng 鄉 (township), and the cìshǐ 刺史 (regional inspector). The title’s “fourteen provinces” (shísì zhōu 十四州) may represent an administrative count characteristic of the Han-to-Wei transition.
Abstract
The surviving fragments of the Huáng Gōng shísì zhōu jì are entirely philological and institutional in character. The jùn passage: “The commandery (jùn 郡) derives from ‘lord’ (jūn 君); the commandery governor monopolizes authority, the ritual between lord and minister is thereby elevated…” The xiàn passage explains the county name as derived from xián 弦 (“bowstring” = straight), noting the obligation of lower-level administrators to uphold law without bending. The passage on xiāng 鄉 notes that Qin converted dependent territories (fùyōng 附庸) into xiāng. The cìshǐ passage explains the regional inspector title: cì 刺 means “to investigate and report,” and shǐ 史 means “an imperial envoy.”
This content is parallel to material in KR2k0157 (闞駰 KR2k0157 Shísān zhōu zhì) and KR2k0200 (KR2k0200 Shísān zhōu jì), suggesting a common tradition of administrative-geography etymology texts. Huang Gong’s identity remains obscure; the title does not appear in the Suí shū · Jīngjí zhì, and the bibliographic evidence for this work is limited to the encyclopedia citations that constitute its surviving text.
The dating window 200–600 is broad and reflects only the latest secure limit: the encyclopedias citing the text are Tang-period. The content is consistent with a Wei-Jin or Southern-dynasty composition.
